To the Parents and Community of Cosgrove Primary School
These are the findings of the Education Review Office's latest report on Cosgrove Primary School.
Cosgrove School in Papakura continues to provide good quality education for students in Years 1 to 6. The 2007 ERO report commented positively on teachers' enthusiasm and commitment to promoting student learning and to meeting students' learning needs. The report also noted how well trustees were informed about curriculum programmes and student achievement. These aspects continue to be evident.
Since the last ERO review, there has been an emphasis on developing a positive school culture based on safety and caring for each other. The school's values underpin the affirming and reciprocal relationship enjoyed by students, staff, trustees and parents.
Students are keen to learn and there are good levels of student engagement. Teachers celebrate and affirm student progress and achievement on a regular basis. Analysed achievement data show that there is value added to the achievement of students who have been at the school for two years or more. Well targeted programmes are designed in response to assessment information, resulting in a focused approach to improving student achievement.
A key feature of the school is the focus on improving teacher capability to improve student achievement. Teacher involvement in Assessment For Learning and in the Papakura Achievement Initiative, a Ministry of Education schooling improvement initiative focussed on the early years of schooling, is having a positive impact.
The school is well led by a capable and knowledgeable principal. He is well supported by his senior managers to build leadership capability to sustain curriculum developments and initiatives. His comprehensive reports to the board allow trustees to make well informed decisions about the school and there is a strong foundation for good governance by committed trustees.
The board of trustees has demonstrated that it is governing the school in the interest of the students and the Crown. The board, together with the principal and school leaders, continues to focus on improving student learning: engagement, progress and achievement. ERO is likely to carry out the next review in three years.

This report provides an evaluation of how effectively the school's curriculum promotes student learning - engagement, progress and achievement. ERO's evaluation takes account of the school's previous reporting history and is based on:
• what is known about student achievement information, including the achievement of Maori and Pacific students;
• decisions made to improve student achievement using assessment and self review information; and
• teaching strategies and programmes implemented to give effect to the school's curriculum.
